Sir what are the benefits to the taxpayer? All money of the exchequer is siphoned off during development projects billed at 10X. All money is eaten away by politicians, ministers, their friend contractors, lazy personnel of PSUs etc. Where is the benefit to common man? No social security, no quality healthcare or education in government run institutions.

Surcharge - there is lot of confusion as regards applicability since tax levy of tax is based on tax otherwise payable without surcharge. However, the application of surcharge apply to persons having income above the different levels for rate of surcharge. This isa provision under various years earlier in the applicable laws but new provisions have been made now when there was only one system of tax but the present system is old regime & new regime where income can be different under 2 regimes. Therefore, surcharge liability is different in two regimes. Is it more complecated or old regime was simple. Budget is also irrelevant now as the revenue generated is over the expected & no question of deficit finance is required. Further no direct guidance is there for excess revenue made. On GST states pass the rates approved by Council but no clearance is obtained from from Parliament as a tax by way of IGST which is required under law but ths lacuna need be removed by approval from parliament from time to time.
