Difference between Sambhar and rasam is that, Rasam is made with tomato as base with similar masala’s whereas sambhar is toor daal as base.. masala’s is pretty similar. Rasam is tangy and has peppery taste. Sambhar is lil sweet and spicy both. Depends which part of south does one belong to.
