I don’t understand the mystery bounty format

It seems that this tournament has 2 days. When you knock-out someone on day 1 you get no boundies. Only day 2 provides boundies. The fact that a big percentage of the players do not give bounties, means that the bounty prize pool is given to less players and enables to create this format. Why they add randomness to the bounty structure? To make the game less predictable/more dynamic, since some players may chase bounties with marginal hands.
