Learn those sections which are in news and being discussed about. For other, have good understanding of what they say. For example, Rahul Gandhi defamation case, here understand what defamation means, what are the key ingredients and so on

There is no concept of Cutoff in CLAT. It all depends on how tough or easy the paper is. So attempt the max you can while keeping in mind the negative marking aspect.

You have a lot of time. Abhi just start reading novels and English newspapers. If you feel sleepy while reading then go to a library and read first page of different books. Then buy that book you find the most interesting. There's a quote 'read what you love, until you love reading'. So yeah, focus on improving English and develop an interest in GK in 9th and 10th. You can start full fledged prep in 11th. Enjoy!
