If China has a surplus of men, why are they encouraging foreign men to marry Chinese women? Surely the incentive should be for foreign women to marry Chinese men? I think if men go to Russia to marry, they most likely will end up serving time in the military. There is a reason they are short of men.

I'm sure you're correct about Russia. But there's a reason that China is offering incentives for men to marry women despite the fact that there are too many men. Or actually there are two reasons. First, China is not having enough babies. We can only speculate as to why. But the government wants more marriages just for that reason alone. Second, there's a cultural reason. Past a certain age, like 27 or something like that, women just aren't considered desirable in China. Don't ask me to explain why.
