I think that's a compositing trick (like with Santa moving as the vehicle still crosses through the frame later)! It'd be impossible to hold it so still that it doesn't move even a single pixel for the whole duration that the figure is moving. I wonder how exactly they handled recording the figure, though, and whether they painted the shadows on manually... it's a really cool shot!

Back in the 1950s, a company called LeTourneau was working on overland train systems pretty much like this.
