Anything over 26,000 pounds GVWR or 14 passengers requires a CDL, unless you are not using it commercially. This would require a CDL-B with air brakes and a passenger endorsement.

Were these still considered 3800s

They are the same truck as the 3800 with the old style hood. You can put the hood from these newer 3800s onto the old 3800s. The hood was unique to Internationals. They sold the same chassis to Thomas and Bluebird, but it had the old style hood.
