Isn't it a scrap, since a diesel cannot ply for more than 10 years. I understand right now this rule is for Delhi-NCR, but I heard/read somewhere that slowly it will be applied across country! -- Starting with Metro cities, followed by Tier 1, Tier 2 and lower cities.

Not an aftermarket device. Sound is from compressor bearing which need to be replaced.
