Did people actually watch this stuff? I cannot remember watching any. Edit: He looks like he is reading this while sounds like his is measured. What the heck?

I think Alistair Darling is using an autocue. Don't think budget broadcasts ever troubled the TV viewing charts and they were discontinued soon after, but in the days before budgets were televised they did get attention. (I think Geoffrey Howe's post-election budget in 1979 was the first which had live audio, and the first televised budget was John Major in 1990)
