No it is not legal to push a receiver out of bounds to keep him from coming down in bounds!!!!

Unlike the professional game, it actually is legal to push a receiver out of bounds in college football to prevent a completion, but not catch and carry a receiver out of bounds. This is most likely due to the fact that the college game requires only one foot in bounds for a completed catch compared to two feet in professional football.
