Not sure. A lot of countries have their own house rules. For example in the Netherlands you are not allowed to cross under the net after the ball hits the ground on a spike, whereas in FIVB rules you can. Don't get me started on FIVB U23 league which is basically a guinea pig for rule changes.

At my high school and all the schools near us they let everyone on the team that’s in serve including the libero. It’s different in some places.

It's US rules. The only country I know of that allows it. They also have some weird substitution rules, where multiple players can go into the same spot in the same set.
