ok somebody fill me in on the rules of 9 ball banks dee adkins makes the 9 ball across the side then he misses the bank on the 2 ball then he takes out the 9 ball and spots it...WHY?

These have always been the rules and it makes for a great game. Nothing new with these banks rules so I'm assuming you have not been around the game long. It's actually a lot of fun once you really get into it. YMMV
