我想問2014 paper 3 task 9 算唔算特別例子, 因為instruction 要求分兩段,但marking 有3段, 應該係要綜合instruction 同data file 先得 , 同埋今年會唔會出返

for situations like this, I would emphasize "flexibility". It is not a strictly 2 or 3 parts, as the marking scheme actually divides the discussion on the elderly users into 2 parts. Normally, you won't write very long paragraph. So dividing it is natural. You might worry about not scoring points for such a situation. In fact, there is no such worries as the points under each heading is not specific to that heading only. Any reasonable paragraphing suffices here.
