I hope you meant this comment as a joke. Otherwise, a wise man once said something along the lines of " It's better to remain quiet and appear ignorant than to speak and remove all doubt." Horsepower is a product of speed X torque and is measured in this case when the engine is loaded enough to bring the PTO down to the standard 1000 RPM. As speed goes to zero, hp is approaching 0l even if the torque is still somewhat high.
