Did you use the peach plate carrier vest and fumigator? Did you load into "A Titan of a Job" wearing a gas mask without the vest? Because if not, and you loaded up wearing a balaclava and with the vest, that might be the reason. In short, if it's not merging, the steps before merging the belt weren't done correctly

You don't have to merge a belt; that's completely up to you. Combine the outfits with the belts whenever you unlock them. For the second outfit, you don't need to merge a belt, but you do need a friend to help you. To create the third outfit, make sure you have unlocked Cayo Perico outfits by completing the Cayo Perico heist. If you don't have the outfits I show in the video unlocked, you'll need to do the heist first. Lastly, for the last outfit, follow the tutorial and don't equip a belt on it.
