I read it in the news that the coastal highway is not in the 2025 budget.

They may not need to include it if the previous budget on it is not yet exhausted. Secondly, their is going to be provisional budget before the end of the year. Also, keep in mind that it's a PPP funded project. This is a project that must succeed and I'm sure the govt of the day knows that and they are surely focusing on it.
