How you do the tracks? I've been struggling with and with the timeline

So I usually make the tracks first, then animate it and make it appear after the storm dies. The timeline is a little more difficult, I used google slides to create it and it took me 1 1/2 hours, you need to get it just about perfect. Then to animate it, it also takes awhile because you will have to change things to make it correct. I can't really explain it all here, but that is basically the gist of it.
