Probably your question is why is not switch?? Switch has two state on and off but don't have fault clearing capability, but in circuit it has.

@@MrBharatgautam AT Means after trip and AC means after close. It is used cb discrepancy circuit. Whenever a discrepancy between circuit breaker state and cb discrepancy switch is there, there exists a discrepancy relay in each control and relay panel and one flasher relay in the either bus coupler or bus transfer panel which will energise.in discrepancy type control switch a led bulb is there. Due to discrepancy of state the led bulb will continuosly flickering or flashing i.e. on and off so to attract the operation staff present in the control room. For cb discrepancy ckt at and ac contact s are taken along with cb auxiliary contacts.
