Where else would it be? It's already veterans' themed, and it's a big set of things (5 whole gear pieces) so it should be intended to go in there since it's too much stuff to be obtained in any of the events for the update.

They could either extend the time if the update doesn't release in time or just release it after the pixel pass ends anyway. They could also just release it before it ends.
