Just look at how hard cities like Atlanta or Washington DC falls if considering city limit population vs metro populations. Toronto is boosted in these rankings (like most other Canadian cities) by combining many other suburban centres like North York, Scarborough, Etobicoke into one large city in previous years, and thus have a much extensive area compared to other city limits. Whereas they are 4th by city limited population in North America, Toronto does not have that same ranking by metro population. Chicago, Dallas/FW, and Houston actually have Toronto beat in that more reasonable population-determining metric - and Miami, Philadelphia, Washington DC, and Atlanta are not that far below as well. Now yes, Toronto will probably eventually end up becoming 4th in metro rankings as well given the mass immigration Trudeau has allowed, but for the time being remains as the 7th largest urban area/centre in N.A.
