In the first shift, 60000 worth raw material was used. When the production runs for another shift, raw material consumption doubles. But as the raw material costs are increasing and as the firm reaches greater economies of scale, management tries to control raw material wastage etc by applying inventory control measures. So we assume that raw material cost doesn't increase 100% as the increase in output is 100%, but only 66.67% of first shift cost is only the increase in cost for second shift.
