My Dutch house has three phases which are 120 degrees out from each other but a phase to neutral is 240V.

Same in new areas in Norway. Older areas build pre 1995 got 3 phase 230V with no neural. All loads are connected between hot wires getting 230V.

So how do they create the 2 out of phase 120v outlets on the marina side? Do they use a giant centre tapped transformer? Or something else?

It comes from the power company that way, out on the pole.... they'd just need to bring in the two separate legs.

Why does the US srick to that strange split phase system? The rest of the world are moving to 230/400V TN distribution. That is 230V to neutral and 3 phase. Between to line wires you then get 400V to charge your EV and your large hot water boiler - if you have one.
