It is important to teach discipline from the very beginning of the new group. They should not only remember but also follow and remind their fellow students time by time.
Instead of showing the flashcards or pictures, and letting them memorize like parrots, show them what it looks like when you don't follow the rules and why it's not nice.
You can define your own classroom rules according to your classroom environments and kids' levels. I have 10 rules in total, but this is the first time I am introducing the rules, so I've divided them. Today 5 rules and the rest of them in the next class, although I will mention them all.

Rule#02; Be quiet
Rule#03; Listen
Rule#04; Look
Rule#04; No shouting
Rule#06; No pushing
Rule#07 No talking
Rule#08 No fighting
Rule#09 No Chinese

This is the 3rd lesson of the new group, in the first two lessons, I thought about their names, spellings, and how to ask each other what's your name? spell your name, very well ( you can see at the end of the video, that they're able to spell their names). Instead of the teacher asking, I let the kids take turns and act as a teacher to ask the names.
Be a teacher, not a translator.
