is the esc limiting the rpm of the motor?

This controller max 72kmh, limit max rpm of the motor. Now we use ourselves factory's controller, max 100kmh

Does this kit have a half-throttle, or a full throttle. And is that the newton meters(nm) that is showing the on the new speedometer where it says"motor power"? How much (nm) does this kit produce?
