Honestly, he's probably at best top 15. Which means he is a viable character to win supermajors and such as a solo main, but not outright "the best character". His weakness in terms of being light and bad approach / landing options really do hurt the character at times, although Maister tends to play pretty aggressive which doesn't necessarily help. Princesses, Pikachu, Joker, Pokemon Trainer, Shulk, Roy, Fox, Wolf, Palutena, and Wario are all definitely better than G&W overall. Snake, Lucina, Inkling, Megaman, Chrom, and Greninja are more debatable.
