According to the rumor mill, it was Andy that brought coke to Phil’s birthday that caused his wife to relapse after ten years sober. She was high on cocaine when she killed Phil and then herself. It’s possible Joe (like Jon Lovitz and others) partially blamed Andy for that tragedy coming to pass

Im amazed Rogan could tolerate andy in the News Radio days. Everyone hated andy because, whether they were justified in feeling this or not, it was a held belief on the set of News Radio that: If not for Andy, Phil Hartman would still be alive. I personally dont put the full weight of Hartmans death on andy. But he absolutely played a pivotal role in that night and i understand why the cast, especially Lovitz, blamed Andy
