Since the dealer must hit if their hand is less than 17, if the face up card is less than a 7, chances are that the dealer will draw a bunch of cards and bust (obviously not always) and so staying on as low as 12 is smart. If the card shown is 7-ace, the dealer might have 17 or higher, and so you hit unless your hand is worth at least 16-17
