I think it was a karavan saray which is a resting station for people who are traveling. In the past people used to travel with horse and camels and they would stop at this places, rest and give water to their animals. Those exit holes on the ground are for Fresh air and also light. They built it under the ground because below ground is more colder. The holes would also collect rain water.

The spiral staircase is actually a spiral step well. It is common in Western India or more specifically Rajasthan and Gujarat and parts of Pakistan. Since the water table has disappeared, the well looks abandoned. Such wells were useful for water in summer months and also during siege as the enemy could cut off external water supply to the fort. It is in good condition because people would maintain it. The well would also be the center of activity of the area.
