It is my understanding Constitutional laws are federal laws therefore preventing someone from doing a constitutional protected activity is a felony, which trumps any misdemeanour or policy. I know some not many constitutional activities or laws are different. I am still learning the full scope of the constitutional laws and activities. So I maybe wrong here?

Yes the constitution trumps everything, but unfortunately it's not a felony unless their are aggravating factors, such as serious bodily harm, death, kidnapping, SA etc.
