There is a 30-minute (actual game time) cooldown, you can avoid this by staying on the map, and then it will change every 20 minutes or so like a normal vending machine (and it is in sync with them, so you can check the time until the contents change in any other vendors). Significantly lower level than you are? It's likely you don't have Mayhem Mode active! I am confused. I went to the one in Voravmcious Canopy on Eden 6. ASMD, Barrage, and and Moonfire. Are there two vending machines now, or is this posted weeks too late?

I tried to explain during the run, it was a glitch that was only active for a short period of time. That Black Market Location shouldn't have existed, but did due to what seems to be in error caused by daylight saving time changes making it spawn there for an hour (between when it would leave Meriden Metroplex and show up in its actual location) Although, it apparently doesn't even line up with Daylight Savings either....which is weird.....so I honestly don't know why it chooses to change locations 1 hour later now lol

Don't worry, if you stay on the map the gear will change every 20 minutes (instead of 30 minutes after the cooldown) but provided you don't turn the game off it should still keep that gear even after it changes location......at least it should, as it should be glitched out!

Do you mean the glitch was active again? Or were you talking about the main (normal) location that should be active? Anyway, it sounds like you are talking about the 30 minute cool down, I have that covered in more detail in the FAQs comment, along with an exploit to avoid it!
