I'm sorry i didn't understand everything but normally the game of Carrom Board is played with 9 whites, 9 blacks and the red one called the queen. So total 19 pieces.

You can clean with your hands after washing your hands and drying them, if you touch all the surface of the board it will certainly clean it, same with a clean sponge slightly wet, then you dry with a clean towel.
