In my experience pressing Quick Join in mp works just fine, I'm pretty sure osu! tries to find a lobby with players around your rank. So for higher ranked players there might be less, or it might just bug out (?)

Quick join puts you with people near your rank so since you are pretty high rank there are not enough players doing multiplayer. It works pretty well for lower ranked players.
