It sort of makes sense; most of the Administrator's real character moments are in the comics, so she's probably not as connected to the character except as a set of compelling voice lines. How's she supposed to know how the Administrator would feel about a sandwich? It's a very different story with, like, GLaDOS, who she inhabited for years.
