The junk on the headlights is clear coat peeling/flaking. Get a headlight restoration kit AND headlight clear coat to fix'em up. If you just 'restore' they'll be crap again in a few months. Clear coat is the key. McGuire's has some clear coat and it's lasted on my headlights for a few months and they still look new(ish).
