how is the first vio has a very bad accuracy and still won. meanwhile when i play i always get cipher rushed

survivors thought they had a huge advantage and wanted some dominance, aka. cheerleader came on the first rescue when it was entirely unnecessary, and had to switch position with first officer on the second rescue which wasted cipher time. If cheerleader just went to decode at the dock, cipher would have been primed way earlier.
