You kinda did. Back in the GameBoy days of Pokemon Gen 1 and 2 I always just stopped playing after the credits etc come on. I had no idea there was even such a thing as post game. TBF this was in the late 90s/early 2000's so I was like 8 or 9 years old.

It's on Hammerlocke. Head to the left until you see the pokemon center. There is a little alleyway to the right of the train station. Follow the bland, way too long stairs and planned pathways. Until you find an NPC next to a TM. Talk to the guy and select the pokemon you want to have the move. Hopefully this helps.
