Actually as a competitive swimmer for 6 years that isn’t true. It’s used so your hair is out of the way and so the hair isn’t dragged alongside with you as it’ll cause too much friction and that effects the speed of you. It also helps for swimmers as they go swimming regularly on a daily basis because it’s making less chlorine get into your scalp and roots.

I took a water rescue class, and one way they taught us to stay afloat was to take off our pants or shirts and tie a knot in the legs or sleeves so they'd retain air, and we tried it and it worked. I don't recall them telling us to beat the water to get air inside, though; and we weren't taught to wear it around our neck like a lifejacket, either.
