It depends, if you have any specific character you want then focus on the banner it is boosted.

Don’t listen to me, decide for yourself, but if If you don’t know who you want, maybe continue to pull on Part 1 (that’s probably what I would do in your shoes) and have rng decides it for you. But if you prefer any one from Luffy Roger or Ace, then choose to pull on their banner respectfully. It also depends on your budget. Hope it helps
