What a wonderful gift idea. Could also use as a memorial for a fur baby whom has passed. But for me, I would also need a cat paw because we have 4 cats at moment and have had both dogs and cats in the past

The vinyl will be fine. I used removable vinyl on an outside decoration 4 years ago and it is doing fine, so permanent used indoor should last even longer.

It's simple really, just pour liquid silicone in any shallow mold, cure and unmold!

I have not had good luck with alcohol inks in a marbling technique. I did try it the other day, and it just turned completely the color of the alcohol inks there was no marbling left.
