So get some softer springs for the rear. Suspension is designed for a .25-ton american.

Yes, but it's not really enforced, have a similar Engwe bike myself as well in Sweden. Just use it sensibly, slow down around pedestrians and other people on bikes, and none will mind.

Bike Industry Reality here: good suspension costs hundreds of 💶, and needs expensive servicing every few tens of HOURS. Crap suspension is heavy, crap, and doesn't need so much love because it's crap anyway. All E Bike suspension is crap because of course it is: you're paying less for the bike than a mid range full suspension frame and forks costs. If you really need good suspension, but a used mountain bike and a mid drive conversion kit. You'll get way more performance for the money. Alternatively, get a hardtail ebike and a suspension seatpost. It's not the same as good full suspension but you're not doing hardcore off-roading on a budget Chinese ebike 🤷‍♂️
