The second level seems to have an outdoor artificial grass area. It has no railing, but it is unclear if it is just a flat rooftop or an accessible level. It seems to be a nice area to use if it had nice railing.

Congratulations to the main contractor. Very few people understand the effort that goes into managing every detail often overseen by one or two people. Most likely there from start to finish. The You can have the best subcontractors in the world but if they aren’t managed as part of a team you won’t get the overall result like this.
