I think that the poem is written about the Boer War. But Kipling was critical of the British generalship through WW1.

@@ginjaico_6132 Yes about the Boer War, the British Army force marched about 60,000 men across South Africa. Kipling was very unhappy with how ill prepared the British Army was for pretty much everything during the war.
