An interesting note there about the EV charging at cheap evening rates starting to cause a spike in night time usage. One simple way of reducing this spike would be to offer the cheap rate for a shorter period of time, but assign different times to different customers. This should work quite well when you consider how long people on average will need to charge their EV for each day, since the average driving per day probably only needs something like 5-10kWh per car.
