I watch lots of British programs and each time I hear it, I get all tingly and really, really want to ask someone why it’s done. At last, the mystery is solved and I can die in peace. I would say there is an "accentless" English which is standard English that international people speak (and have learned in the classroom). I used to tell my students not to imitate any "American" or "British" accent because we're learning international English, not any particular variety of it. I believe English can exist without the British or Americans and therefore does not have to take any accent.
