Revelation 20:4-6 doesn’t say whether the thousand year reign with Christ is on earth or in heaven, so some are confused just reading that. Two passages that tell us it’s in Heaven: John 14:2-3 - Lots of dwellings in God’s house (Heaven), Jesus is going to prepare a place for His people (in Heaven), and when He comes He’ll take us to be with Him where He has gone (Heaven). 1 Thessalonians 4:16-17 - Those resurrected at Jesus second coming, along with those still alive, will “be caught up together” “in the clouds to meet the Lord in the air.” Doesn’t sound like Jesus is sticking around for an earthly reign at that time. Revelation 20 and 21 have some events out of order chronologically (how can the wicked, who aren’t resurrected until a few verses later, assault a New Jerusalem that hasn’t come down to earth until next chapter?). But reading the two chapters as a whole it seems clear that God will fulfill His often repeated promise of a new heaven (sky, atmosphere) and new earth at the END of the 1,000 years of Revelation 20, and AFTER the judgement and permanent destruction of the wicked.

Revelation 20:6 Blessed and holy is he who has part in the first resurrection. Over such the second death has no power, but they shall be priests of God and of Christ, and shall reign with Him a thousand years.
