Starters are very tricky. They will make you think they are good when there is no load on them when they are actually bad. Take the load off and they will shoot out and spin but you can put a load on them (engine) and they will shoot out but not have the power to actually turn the engine. Kinda like a car battery, it may show 12V on there but not have the capacity to crank the engine.
