I don’t really know, I had trouble looking for the source but all evidence/ explanation that multiple people have said makes sense. (I have to be THAT guy for a second sorry) In the show's beginning, people were living underground in many different colonies. So they couldn’t see the sun, thus they made up their own calendar’s to keep track of age and Yoko’s colony’s calendar was just off(or something) and counted her as younger than she would be. That’s what said, and it makes sense in context. But regardless of the iffy nature of this reasoning. She actively got older in the series, and by the end she was 21. It’s like saying Sakura from Naruto is a child even though she got older in the story. I guess it all depends on the details in the end. But overall, it’s not too much of a problem since they aren’t real, and a lot of people originally like the characters when they were younger anyway. But it’s fun to make jokes about anime’s weird choices with age and character designs not making sense.

When asked about the character's ages, they said that she "considered herself to be 14 years old" same as the main character. This means she is probably older, miscalculating her own age due to growing up underground.

The age of consent in my home state of Texas is actually 17, if I understand correctly. So, while it would probably be creepy to a lot of people (really, most people, I think), you could be in your 20s or 30s and not face any legal repercussions for railing a 17-year-old unless it was non-consensual. And even then, it wouldn't be a good idea because teens aren't all that emotionally or mentally mature to begin with. I say this as someone who used to be a teen.
