Is there a computer adapter (dp -> HDMI) that can do full chroma at 12bpc at 4K res?

This made no sense to me. On my TV I can select either 4:2:2 at 60hz or 4:4:4 at 23hz. Which is the better on for picture quality. And why does the hz matter?
