প্রথমত চুক্তিটি দেশের চেয়ে ব্যক্তির প্রতিষ্ঠানের জন্য করা হয়েছিল । দেশের জন্য ঠিক কিন্ত জবাদিহীতাহীন দূর্বল সহযোগী । এটি স্থায়ী কোন ব্যবস্থা ছিল না । আমাদের কষ্ট হলেও উন্মুক্ত ব্যবস্থায় নতুন করে চুক্তি করা উচিত ।
