what is the meaning *dimensional table are non transnational table*?

Dimension table does not hold data for every business transactions. Instead it hold the supporting attributes to those transactions. e.g. In a typical insurance business, if someone received a policy claim amount or pays for policy premium , record for that payment will not got to dimension table. It will be loaded into fact table. Dimension table will hold the details of who has paid for the policy or who has received a claim amount etc. I hope it should your clear your doubts.
